What is the closing and signature from the letter in an application for a Confederate pension from the state of Tennessee?

Translates into "Yours Respectfully" and the "Col" is the abbreviation for Colonel.

The "Col" is not for Colonel. It most likely stands for "Colored" as that's the series of Confederate pensions from which this item was pulled.
