I need to see the entire page. Looking at a large example of the writing and comparing words is how I decipher names. It is impossible to just see this small snippet and understand how they write.

My vote goes for Mrs. M. Toner as there seem to be several Toners in Huron Michigan and the ambiguous L or T is similar to the T of Thomas on some census returns.
